Agreed HR Policies
Can an application be made to an organisation within the same location?
To ensure that the decentralisation programme is implemented effectively it has been agreed that staff outside Dublin who wish to relocate elsewhere may also apply for transfers to posts which are being relocated as part of the programme. However, applications for transfer within the same geographical location will not be allowed. The only exceptions to this rule will be where Departments have existing collective agreements with unions relating to transfers between adjoining towns. [Protocol for the Transfer of Staff Document: Para 2.2.19; Personnel Officers Guide: Chapter 6, paragraph 6.5].
In general, within the same location will be taken to mean the same town e.g. an application for transfer within (say) Longford town. While the transfer of an individual from one office to another office in the same centre such as a town is prohibited under the decentralisation programme, no distance limit in miles is specified to define same geographical location. The table below shows a list of sample pairs of centres which are close to one another geographically. There are others which are not identified here. It is not intended to refuse applications from individuals working in any one of these locations to its pair. Any existing agreement with local trade unions within an organisation or group of organisations will continue to apply. [Personnel Officers Guide: Chapter 6, paragraph 6.5]
