Department of Finance Update on the Decentralisation Programme

April 2010

The following decisions were made by the Minister for Finance, in the context of the Budget in December 2009, in relation to the Decentralisation Programme:

  1. The PPP Midlands Bundle (Department of Enterprise Trade & Employment to Carlow, Department of Education & Science to Mullingar and Department of Agriculture Fisheries & Food to Portlaoise) will not proceed.
  2. The Portlaoise project (Department of Agriculture Fisheries & Food) will proceed on a traditional procurement basis.
  3. The other priority projects announced in the Budget in October 2008 which had not been approved – Carlow, Department of Enterprise Trade & Employment; The Curragh, Defence Forces; Claremorris, Office of Public Works; Charlestown, Department of Community Rural & Gaeltacht Affairs; Drogheda, Department of Social & Family Affairs; and Mullingar, Department of Education & Science - were deferred on affordability grounds pending the overall review of the Decentralisation Programme in 2011.

The up to date position (to end April 2010) in relation to completed, approved and deferred projects, as advised by Departments and Agencies, is set out in the attached table.
