In filling posts in oversubscribed locations, applicants at the main grades and equivalent grades form a single pool. The posts are allocated on the basis of seniority in the main grade or the equivalent grade. This means for example that in the allocation of HEO posts, an auditor in the Office of the C&AG is treated exactly the same as a HEO. However, Auditors working for organisations other than the Office of the C&AG are not an equivalent grade. [Personnel Officers Guide: Chapter 3, Para 3.6]
